Peace Road of Vietnam and Russia

If someone asks me: How can I describe Vietnam only with 2 or 3 sentences? I will answer: It is a colourful country with people which are full of love to life. But I don't want to be short. Vietnam deserves to be talked a lot and wrote a lot of it.
Anywhere in other countries I have not seen so many smiling, friendly looking, attentive and caring people. For me this is the land of people who likes to works, creates by their labor the beauty and appeals all people on the planet to do the same.
Is it really a new Vietnam with the “policy of renovation”. Only 3 years passed, when I the first time in 2012 have visited Vietnam but I saw a lot of evident positive changes in this country. Many modern buildings have appeared. The roads and streets in Hanoi are decorated in more charming way. Vietnamese people make me feel that they know exactly what they want and for what they are responsible.
I would like to compare modern Vietnam with the image of Lotus, the flower, which always welcome sunrises by opening its petals, because peace reigns on this land and the people are full of plans and hopes.
The twentieth century was a devastating period for Vietnamese people. In the twenty-first century, the country is steadily developing and growing, people have overcome the last remaining vestiges of the war and armed conflicts that to get a new life with the development of industry, agriculture and traditional professions.
I went to Vietnam on the invitation of Vietnam Lawyers Association. The trip aimed to initiate tight relationships between the Russian Centre “Law for Peace”, the Russian State University of Justice, the Financial University under the Russian Government, from the one hand, and the Vietnam Lawyers Association, the Vietnam Union of Friendship Organisations (VUFO), the Academy of International Business as well as other social and research organizations, universities in Vietnam, on the other hand.
In the plans of the Russian State University of Justice, the Financial University under the Russian Government, where I work as a head of department and as a professor of constitutional and international law is to co-organize a science conference in Vietnam and Russia, as well as make the longer and closer cooperation in the framework of activities of leading experts and scientists in law researches.
Both sides of Vietnam and Russia are very active at renovating and passing the new laws to expand democracy, improve laws on human rights, increase efficiency of the legislative, justice and executive bodies’ activity. The exchange of views on those issues is actual for Russia and for Vietnam, united by a common history and shared moral and spiritual values.
Both countries which wish a peaceful life and nonstop development for their people have one more common interest: The Peace. During the trip, I had a chance to communicate with some Vietnamese social activists and scientists to discuss the problems about the law for peace and its protection in the conditions of globalization of the threats and challenges to peace.
As President of the Centre of «Law for Peace» I understand how important it is to discuss the possibility of cooperation with Vietnamese colleagues to carry out the projects of our Centre in Russia as well as in Vietnam. Therefore, the aim of my trip to Vietnam is create the common Road of Peace.
Vietnamese Lifestyle
I arrived at Noi Bai airport, Vietnam, on Sunday, November 1st 2015. Right then, I was showed Ecopark (30 kilometres from Hanoi) by a representative of Vietnam Lawyers Association. I had two partners in the short trip, one is Nguyen Quoc Hung, head of department of foreign affairs – Vietnam Legal Consulting Centre – under Vietnam Lawyers Association, and another is Nguyen Linh, a member of Vietnam Lawyers Association.
The Ecopark is a special small city of 66 kilometres length. The Ecopark is a unique international project that to build the Ecovillage, which became both a place of rest, recreation for residents of the densely populated Hanoi. It has got an ideal arrangement for life and gives an opportunities for recreation, meets all the necessary requirements of environment, accommodation, entrepreneurship, creativity , business activities of the citizens there.
The Centre “The Law for Peace” is also implementing the environment programs that focus on protecting the environment and researching the models of advanced entrepreneurship zones. That’s why Ecopark made me interested. Infrastructure of Ecopark was based on the idea of building a zone both for working and recreation. Each citizen may contribute personally to the lifestyle and development of the Ecopark, so that the areas of business, entrepreneurship, sport, food-beverage and art are being designed in the most harmonious way.
While walking on the streets of Ecopark, talking to the sellers, artists, children or the other pedestrians, I discovered that Ecopark is itself the place where people can understand each other without speaking out. And I found everything here just started. The front horizon is widening to the interesting development and attracting people who will desire to live there.
No double, people here are building together. Teamwork is being at all fields in Vietnam. Therefore, protecting of nature is not an exception. In article 29 of the Constitution of Vietnam it is recorded that all who may be involved in the protection of nature should be involved. "State bodies, bodies of the armed forces, public and economic organizations, and individuals are required to comply with the state regulations on the rational use of natural resources and environmental protection. It is strictly prohibited all activities that lead to depletion of resources and damage the environment."

You can use but not destroy it. Let’s create and have a fun. How can you create an image of a healthier way of life?

Face to the people (Trends for the People)
As an expert of law, naturally I extremely like to know how the Constitution of Vietnam defines the life conditions of Vietnamese people.
Reading the main law of the country, I discovered a deep tradition: the Vietnamese authorities respect their people.
The Constitution of Vietnam stipulates that the socialist Republic of Vietnam — the government of the people, by the people and for the people.
It is the formula that originated from the Сonstitution of France but very close to Vietnamese minds. I did not find any other coincidence with the Сonstitution of France. The rest of the constitutional provisions of Vietnam defines its own vision of what for Vietnamese people is right and wrong.
In the Constitution of Vietnam it is recorded that all state power belongs to the people, which is based on the alliance of the working class, peasantry and intelligentsia. The state guarantees to the people the continuous development of democracy in all areas, the social justice, build powerful and rich society, in which everyone's lives a free, happy, and conditions are created for comprehensive development of man; however, the state is punishing every action that is harmful to the interests of the country and its people (article 2).
All public authorities, public servants, cadres of state agencies must respect the people, serve to the people, listen to their opinions and submit to their supervision; resolutely struggle against corruption, resolutely combat all manifestations of bureaucratism, self-will, arrogance and corruption (article 8).
As an expert of law, I am interested in all of these articles in the Constitution of Vietnam but especially impressed by the provisions about responsibility of all state agencies, cadres, officials and employees in struggle against arrogance.
On the first working day of the week, Monday, November 2nd 2015, I started my program with a visit to the headquarter of Vietnam Lawyers Association where we held friendly meeting with the Vice-President of the Vietnam Lawyers Association - Le Thi Kim Thanh, the head of department of foreign affairs – Vietnam Legal Consulting Centre - Nguyen Quoc Hung and the other members of the Vietnam Lawyers Association.
The cooperation period started in 2012 when I had an honour to make the report about the Russian court and procuracy system at the international conference. It was held at Ha Long Bay by the Vietnam Lawyers Association, with attendance of the experts from the USA and China. On that occasion, I also had a meeting at the Vietnam Lawyers Association. Since then, thanks to Nguyen Quoc Hung’s promotion, our friendship has become regular with a lot of multiform communication.
In September, 2012, a Vietnamese delegation that was leaded by Nguyen Quoc Hung took part in the third Forum “The Road of peace” in the Republic of Kalmykia (Russia), as well as attended in the two international conferences of peace, security and sustainable development; Peace and Friendship festival; and met with the famous camel caravan expedition named “The Road of peace”.
Within the framework of the project, a new caravan expedition “The road to peace” will take place in May -June 2016 in Yaroslav, Vladimir, Moscow regions (“Russian Golden Ring”) with the participation of Vietnamese delegation.
I also would like to mention about one more cooperation project with the Vietnam Lawyers Association: open discussion on the problems of the international law protection of the undivided water areas and the way of peaceful resolving of conflicts. The project started on 5thJune, 2015 with a round table conference on the problems of the resolving the South China Sea conflict that was held at Moscow University for the Humanities by the Centre “Law for Peace” with the support of the Russian State University of Justice and Financial University under the Government of the Russian Federation. At the round table conference, the Russian experts presented their opinions on possible ways of peaceful settlement of arisen disputes to Vietnamese colleagues. This discussion topic was supposed to continue in February, 2016 at Financial University under the government of the Russian Federation.
The meeting at the Vietnam Lawyers Association’s office was held in a very warm and friendly atmosphere. Both sides discussed issues of the long term cooperation in scientific, educational, research areas, extension of contacts between Russian and Vietnamese lawyers in various national and international projects, organization of joint publications of books and provide expanding relations with other organizations.
After the meeting, both sides came to terms of a closer cooperation in organizing international conferences in Russia and Vietnam. We agreed that the beginning of closer cooperation will start with jointly organized international conference in Russia and in Vietnam.
Ms Le Thi Kim Thanh thanked me for agreeing to give a lecture on the law for peace in the International Academy of business and law of Vietnam, and expressed the hope that these lectures will be given in other Vietnamese universities with which the Association of lawyers of Vietnam is closely cooperating.
All the topics that were mentioned in the meeting addressed the issues of human development in Russia and Vietnam. During the talk I found out our common interests in adoptions the laws which have to serve to people. The fact is that the draft law on referendum was created by the Vietnam Lawyers Association also focused on the same aim. That to be much more close to people and citizens the Vietnam Lawyers Association and the Russian Centre “Law for peace” offer the people free legal consultation and law advices among the population, produce scientific and popular literature "on the right of the people, by the people and for the people".
Beauty of Vietnamese way
I spent the third day (3rd November 2015) on visiting the amazing places and communicating with people. The great Russian writer Fyodor Dostoevsky said that beauty will save the world. The peaceful life in Vietnam is being in this way.
“What is the beauty?” That is the eternal unanswerable question. However, I did find the answer when I visited an art gallery in Hanoi where the Vietnamese people showed their inspiration with the nature’s gifts. It was so surprising to realize that nothing from nature was ignored. They can create as much as possible from the eggshell and snail’s shell: flowers, animals, beautiful girls, the bizarre history of the national epic. Vietnamese art shows that in nature everything is interconnected in the most harmonious way.
The main manifestation of this beauty is its diversity. The human is also the part of the diverse world. The more nations, races, ethnic groups and languages there are, the more beautiful the land becomes. This beauty was kept now carefully and respectfully at Vietnam museum of Ethnology. To preserve values of its ethnic minorities, the state carries out a policy of comprehensive development and gradually improves the material and spiritual living conditions of the national minorities. According to the Constitution of Vietnam, this country is a unified State of all nationalities living on its territory. The State carries out a policy of equality, solidarity and mutual assistance among all nationalities, and forbids all acts of national discrimination and division. The person of every nationality has the right to use its own language and system of writing, to preserve its national identity, and to promote its fine customs, habits, traditions and culture. The State adopts the priority policy to ensure the educational development in mountainous areas, regions inhabited by ethnic minority people and regions encountering exceptional difficulties. Priority is also given to the programme of health care for highlanders and national minorities.
The State gives priority to investment in education and culture for Vietnamese people. The Constitution of Vietnam has one chapter (Chapter 3) for this priority. It is pity not to find it in the Constitution of Russia.
According to article 30 of the Constitution of Vietnam, the state and society preserve and develop Vietnamese culture — the people’s national identity , the modernity, humanity; will inherit and promote the values of cultures of all nationalities of Vietnam, ideas, morality and style of Ho Chi Minh; and bring into full play all creative talents among the people.
These humane ideas, morality and style of Ho Chi Minh to live in harmony are seen in everything and everywhere in Vietnam. Vietnamese people passionate about their work and conceive exactly their missions. They have a rest and relax together in evenings. The friends and colleagues enthusiastically talking to each other in restaurants or street cafeteria having dinner or lunch. They make the great things in life with their labour. Their serving spirit and inspiration make the customers comfortable when they serve us in food and beverage, hair salons, massage, house-keeping and street sweeping. It shows hospitality and fun of Vietnamese people. Therefore we can see a lot of happy foreigners on streets where they are never troubled.
Not only Vietnamese people but the state is very careful to preserve moral value. The article 30 in the Constitution of Vietnam affirms: The State exercises the unified management of cultural activities, strictly prohibits the popularization of reactionary and immoral ideology and cultures, eliminates superstition and bad customs. Meanwhile, Vietnam is an open-minded and tolerant society. In that one, the citizen shall enjoy freedom of belief and of religion. There are not only places of worship for Buddhism but Christian and Muslim.
The State also promotes literature and art, information work, the press, radio, television, cinema, publishing, libraries and other means of mass communication. The Constitution of Vietnam says that literature and the arts contribute to the education of the individual and the beautiful spirituality of the Vietnamese people. The state pays attention to the development of culture, literature, art, creates the conditions for the use of people's valuable works of literature and art; provides for the development of creative talents in the field of culture, literature and art.
We can find all these provisions in the Constitution of the western countries, a little bit about it written in the Constitution of Russia. But there is no in western constitutions the wisdom of the Vietnamese Constitution, which strictly prohibits literary and informational activities that are detrimental to the interests of the state and harmful to the personality, morals and fine lifestyle of the Vietnamese people (V. 32-33).
Speaking about the beauty of Vietnam, you shouldn't miss this expressive manifestation as Vietnamese women and the elderly. Vietnamese people pay distinguished respect to women, elderly, mothers and family values.
According to the article 63 in the Constitution of Vietnam, male and female citizens have equal rights in all fields - political, economic, cultural, social, and the family life. All acts of discrimination against women and all acts damaging women's dignity are strictly banned. Men and women who are state employees or wage-earners shall receive equal pay for equal work.
The State and society shall create all necessary conditions for women to raise their qualifications in all fields and increasingly bring into full play their roles in society. They shall ensure the development of maternity homes, children's hospitals, kindergartens and other social-welfare services to lighten house work and allow women to engage more actively in work and study, to be treated, to rest and to fulfil properly the responsibilities of motherhood.
It is no wonder that women of Vietnam don't look humiliated or oppressed. Not only male staff, but women reach leading positions in the parliament, universities and social organizations. They are active in the movements of culture, art, education. sport and media.
Women at all ages can drive car or motorbike as a normal behaviour in their country. Freedom and happiness make Vietnamese women beautiful and young. And not only traditional Aodai makes us admire but aesthetic sense of modern Vietnamese women who can mix and match casual or sport clothes very reasonably. Beside the traditional Non la, they also wear multiform hats and scarves as necessary accessories for their fashion.
Beauty of Vietnamese way is also confirmed by a profound concept that the family is the cell of society. The State takes a charge of protecting marriage and the family. In Constitution of Vietnam, marriage shall conform to the principles of free consent, progressive union, monogamy and equality between husband and wife. Parents have the responsibility to bring up their children into good citizens. Children and grandchildren have the duty to show respect to and look after their parents and grandparents.
The State and society shall recognise no discrimination among children. Women workers shall enjoy a regime related to maternity. They shall enjoy paid pre-natal and post-natal leaves during which they shall receive all their wages and allowances as determined by law.
Beauty of Vietnamese way is exhibited with a healthy people. During the days in Vietnam, I had never seen any overweight or obesity. In other words, there are some overweight in the country but so rare that I could not see. Vietnamese food is nourish and healthy with low fat protein. Sugar is replaced by natural sources as fruit.

The State not only concerns the healthy nourishment for the People but conceives the importance of protection of the people's health. As a result, the State makes investment in, ensures the development of, and exercises unified management over the protection of the people's health; it mobilises and organises all social forces in the building and development of Vietnamese medicine following a far-sighted orientation; prevention shall be combined with treatment. Medicine and education in Vietnam purpose making all citizens enjoy health care. For the western people, , it may be interesting to see that according to the Constitution of Vietnam this country should provide the combination of traditional medicine and pharmacology with modern medicine and pharmacology, State health services with people's health services.
The Constitution of Vietnam strictly prohibits the unlawful treatment, drug manufacturing and trafficking organizations, individuals causing harm to the health of the people. It is also strictly prohibited illegal production, transportation, trade, storage and use of opium and other narcotic drugs. The State shall enact regulations on compulsory treatment of drug addiction and treatment of dangerous social diseases. Beauty of Vietnamese way is a panorama of the warm country with full of tastes and sounds. It is a graceful world where you are happy and where you want to go back.
Equality, justice and patriotism of Vietnamese people
The State guarantees to achieve the objectives of equitable society in which all people enjoy an abundant, free and happy life. It is one of very rare socialist states conceives clearly that the things should be avoided are not only uncare but unequality and undevelopment.
Vietnam committed to «the realization of social equality and justice in which everyone's lives a free, happy, and conditions are created for comprehensive development of man». It is one of the very few in the "club of the socialist countries", which clearly should follow the same idea: people should be protected not only from bad care, but also from the injustice and the lack of conditions for the development.
The State does not deny people-run schools and universities but state-run schools are still the main form in the primary national policy.
Primary education is compulsory and dispensed free of charge.
The citizen has the right to get general education and vocational training in various ways. The State and society shall create the necessary conditions for students with special aptitudes or handicapped children to get an appropriate general and vocational education.
According to the Constitution of Vietnam, the state shall enact policies regarding tuition fees and scholarships. It is very important to base on the regulation that all citizen can attend school thanks to budget control of the government. According to the Constitution of Vietnam, the state sets tuition fees and a stipend. It is very important that being based on the concept of accessible education the state controls such payments.
The post-secondary institutions’ system is arranged very reasonably. The young people can choose a private or state-run school for them. If they like the first choice, it is not necessary for them to get money from their parents. I found many young people work at cafeteria or restaurants as a part time job. Most of them are the students who are earning for their studying and life. That’s why they can be accustomed to a responsible and independent life when they are still young.
However it is not the only one make me impressed. Vietnamese education is always marked by patriotism, for children and youth. After the collapse of the Soviet Union, this mission has been ignored in Russia during a long time. Just lately, people realized how important it was to maintain traditional patriotism of the Soviet Union’s age.

According to the Constitution of Vietnam, the State shall develop to the full the people's patriotism and revolutionary heroism. The State and society shall create favourable conditions for young people to educate them in morality, national tradition, civic consciousness and the social ideal, striving to be advanced in the process of creative work and protection of the Fatherland.
According to the constitution of Vietnam, mass organisations (especially Ho Chi Minh Communist Youth Union), social and economic organisations, families and schools have responsibility for educating the youth and children.
Vietnamese society is also symbolized by the image of Ho Chi Minh Young Pioneers with red neckties. We can see that image anywhere in the country or city. The Vietnamese patriotism derives from schools - the second home of children. All the children wear their school’s uniforms but with the same red neckties, symbol of their love for the Homeland and the People.
Vietnamese people learn about the patriotism since they are still children. It is an unseparated part of Vietnamese people’s life concept. Not only on the buildings of state bodies, everywhere – on the facades of houses, the balconies of apartments, schools, shops, restaurants, hotels you can see the national flag of Vietnam. In Russia, we have been allowed to hang national flags on the office buildings, factories, organisations’ head quarter and living apartments just since 2002.
When seeing the Vietnamese soldiers, we can also feel their special spirit of patriotism and national unity. In Vietnam, the soldiers are one part of social life. They take part in construction in the peacetime and contribute to development of their country with other people. They are the army forces not only for the war but for the peace.
I felt directly the Vietnamese soldier’s friendship when I had lunch at a restaurant in Hanoi. The three soldiers reached to my table to make friends: The two people were still young and the left was middle-aged. They wanted to shake my hand just because I was a Russian woman and I reminded them the warm memories of the time when they had studied in Russia. They expressed their respect to our country and their happiness for meeting me. “Send our greetings to the president Putin”, they said, “We respect him very much”.
I thought accidently that we were wrong to give up some traditions of Soviet Union time, when they have still existed in Vietnam. Pursuant to the article 80 of the Constitution of Vietnam, the citizen has the duty to perform public-interest labour according to the provisions of the law. I will satisfy if this article is added in the Constitution of the Russian Federation. The higher justice is that we should dedicate to our land, not only get benefit from it. Each of us is able not only to take but to give. The people of Vietnam is full of the spirit of shared responsibility and solidarity.

Walking together on the road of peace
I had a meeting with the leaders and staff of the Vietnam Union of Friendship Organisations (VUFO) in Hanoi on 4th November 2015, with the attendance of Nguyen Quoc Hung, head of department of foreign affairs – Vietnam Legal Consulting Centre – under Vietnam Lawyers Association.
The President of VUFO Vu Xuan Hong, a good Russian speaker, welcomes me warmly. He talked about the cooperation of VUFO with many Russian social organisations such as Russia-Vietnam Friendship Association, Russian World Foundation... At the same time, he also expressed his will that the VUFO and the Centre «Law for Peace» would have the same close cooperation.
My visit to the Vietnam Union of Friendship Organisations was very important. One of the Centre « Law for Peace»’s aim is to carrying out the project “The road of peace” in Vietnam, which will result to the construction of the "Arch of peace", as a symbol of the friendship of Vietnamese and Russian peoples.
The idea of “The Road of peace” has been carried out since 2011 by Centre “Law for Peace”. Five years passed since the first International Forum "Road of peace" took place. It included not only international conferences and round tables in seven regions of southern Russia, but also camel caravan expedition in the North Caucasus of Russia in memory of those killed during the Second World War, the victims of contemporary wars and terrorism. Since that time, the Centre « Law for peace» has organized five international Forums, and one of them took place in Ukraine, where the cultural and scientific cooperation has been managed by the social organizations on the way of public (people-to-people) diplomacy, despite the deterioration of relations between two states.
The Forum "Road of peace" in Vietnam not only should prove the close and friendly relations between peoples of the two countries, but also will allow to combine efforts in promoting peace and cooperation in the framework of public diplomacy.
Vu Xuan Hong and other staff of VUFO expressed their sincere interest in implementation of the joint projects in Vietnam. We also had agreed to start negotiations of carrying out the joint projects " Road of peace " and "Arch of peace" in Vietnam.
Vu Xuan Hong has proposed as the first step to joint activities to hold an international conference on peace, security and sustainable development in Vietnam and expressed the commitment of members of VUFO to participate in the "Road of peace", conducted by the Centre of "Law for Peace" in Russia.
With the support of the third side, the Vietnam Lawyers Association, all members of the meeting agreed to nominate Mr. Nguyen Quoc Hung, head of department of foreign affairs – Vietnam Legal Consulting Centre – under Vietnam Lawyers Association as an coordinator in their interaction and for the cooperative activities of the sides.
At the end of the meeting, Vu Xuan Hong presented me the tablecloth with the printing national symbol of Vietnam. I hope I will use it for the occasion of welcoming the Vietnamese friends to the dinner with local national meal in Russia.
The next day, Nguyen Quoc Hung and I went to Ho Chi Minh city for a speech on the law for peace in Russia. I just realized that the «Road of peace» in Vietnam had started. We had met and talked about peace. We had made new plans and done something. The path is laid, and as long as it continued.

On 5th November 2015, the leaders and staff of the International Academy of business and law of Vietnam welcomed me and Nguyen Quoc Hung warmly.
On behalf of the President of the International Academy of business and law of Vietnam Mr. Nguyen Van Kich – Vice president, Mr. Bui Viet Cuong – Former permanent representative of Vietnam to the United Nations and the other organizations in Geneve, Mr. Vu TrongKhanh, justice of the commercial arbitration, vice president of the Japan – Vietnam Friendship Association welcome us as guests. In the meeting, both sides discussed international matters, development of Russia-Vietnam relationship, issues of constitution implementation and justice, current economic and social development in Russia and Vietnam.
My lecture on the theme «The trends of the law for peace development in the Russian Federation» was made at the end of the meeting. The attendees of the meeting were leaders, leading experts, staff of the International Academy of business and law, as well as experts from other institutions and organizations of Ho Chi Minh city.

In my speech I raise the issues of common trends in development of international law for peace and the peculiarities of law for peace development in Russia. We talked about the current legislation of the Russian Federation regulating the issues of peace and security, about the main priorities of Russia's foreign policy and key problems of world order and peacekeeping.
The lecture aroused a great interest. Many questions were asked on the prospects for the development of the law for peace and law for war, deterrence and the limits of expanding the club of nuclear powers, the relationship between the principles of state sovereignty and respect for human rights. A discussion was held on the permissibility of the use the armed forces. Vietnamese researchers were interested in my opinion on the issues of Russia's participation in military operations against ISIS in Syria, the prospects of Russian-Ukrainian relations, the legitimacy of the constitutional status of Crimea as the subject of the Russian Federation.
At this meeting I had opportunity to share with my thoughts on the law for peace in Vietnam. Although Russia is a peace-loving country, in our Constitution there is no such a wonderful article that we found in the Vietnamese Constitution. In article 14 of this country’s Constitution it is proclaimed: the socialist Republic of Vietnam pursues a policy of peace, friendship and expansion of relations of comprehensive cooperation with all countries, with different socio-political system on the basis of mutual respect, independence, sovereignty and territorial integrity, non-interference in the internal affairs of each other, equality and mutual benefit; Vietnam strengthens friendship and cooperation with socialist and neighbouring countries; actively supports the struggle for peace, national independence, democracy, social progress and contributes to this fight.
I do not like very much the expression - the struggle for peace, it appeared after the Second world war as an official policy of the socialist countries. In the UN documents we find other expressions – the policy of peace, peace order, peacemaking. But on the planet there are really situations when the struggle for peace is necessary. Thanks to the struggle for peace Vietnam has secured peaceful life in the new century. Helping Syria to destroy ISIS aggression Russia is also engaged in the struggle for peace.
Heated discussion at the meeting raised questions about the current contribution of the Security Council and the UN General Assembly in the policy of peace and peacemaking . The participants of discussion stressed the need to reform the UN, but agreed that it is not founded a workable paradigm.
Vietnamese scientists and experts reflected on the destructiveness of wars, when most civilians are suffering, that Vietnam does not want war, but is concerned about the problems of being fair to small countries. They echoed in the lecture the idea of a multipolar world, the implementation of the idea of peaceful coexistence of states and the development of diplomacy in the peaceful settlement of disputes, the adoption by states the laws on peace protection.
I suppose that our first communication on the problems of law for peace is just only the beginning. We need to have new meetings that to speak about the right to peace of the peoples of Russia and Vietnam, the development of the law for peace of Russia and Vietnam in comparison. It cannot be otherwise, because the peoples of Russia and Vietnam have a common desire for peace and friendship.
The visit of the Ho Chi Minh Museum of war remnants on Saturday February 7 was like a continuation of the conversation on the law for peace. I was very impressed with the exhibits of the Museum. It contains evidence of crimes and consequences of war aggression in Vietnam. The Museum's exhibits encourage the public to oppose unjust wars, to defend peace and solidarity between nations all over the world.
The cruelty of the war is striking. Three million dead - one third of the population, three hundred thousand missing and the numerous numbers of civilians affected by the orange plague «Agent Orange» - chemical weapons used by the USA against the Vietnamese people. Even today in Vietnam are born disabled children as cruel testimony to the consequences of the use of the orange plague. One of them, a girl born with no legs, wrote a letter to US President Obama, she asked in this letter to answer her why she is suffering.
The day before, I visited the residence of former President of South Vietnam, which became a puppet in the hands of the forces who started the war and divided Vietnamese people. The Palace is filled with the sadness of the past.
It is sometimes said about the uselessness of wars. But I would have said that the war have a harsh truth. In the Museum I saw a lot of children's drawings as a call for peace. One of the sculptures caught my special attention: two girls holding on a rope, which forms an arch over them. This is a favourite children's pastime in Vietnam and other countries in peacetime. Perhaps in this way it is necessary to build the Arch of peace in Vietnam.
Peace is the natural condition of man and to his defence stood peacekeepers since ancient times. Very symbolic of Christian expression: "Peace be to this house" (Pax huic domui) - (The gospel of Luke). A Vietnamese proverb says: "the two master of the house – no consent; two kings in the state there is no peace". For peace on earth states need to be able to negotiate, to learn peaceful coexistence and to understand that we all have one master and king – the Creator of this world. Not we were created, not for us to destroy it.
I wish Vietnamese people peace and prosperity. I am convinced that together we will continue to go only by the road of peace. Together we will enjoy the life, will create and build, and as it recorded in the Constitutions of our states, let's do it, revering the memory of ancestors, conveyed to us the love and respect for the Fatherland, faith in goodness and justice.

Заметки о ВьетнамеЕсли меня спросят, как можно двумя-тремя словами описать Вьетнам, то я скажу – это жизнелюбивая и полная ярких красок страна. Но мне не хочется быть краткой. Вьетнам заслуживает того, чтобы о нем много говорили и много писали.
Ни в какой другой стране я не видела столько улыбающихся, приветливых, внимательных и неравнодушных людей. Для меня это земля солнечных тружеников, которые своим трудом создают красоту и призывают всех людей на планете делать то же самое.
